Circular Economy and Green Job Creation in Algeria: A Sector-Level Econometric Framework for Recycling, Repair and Remanufacturing

This study proposes an analytical and econometric framework for estimating how circular economy activities contribute to the quantity, productivity and quality of green jobs in Algeria. This relationship is not automatic but depends on the labour intensity of each branch, investment, productivity and regulation. Drawing on a critical review of the literature and Algerian data, it proposes a three-equation branch-by-province system to be estimated using the Pooled Mean Group (PMG) estimator and a difference-in-differences design.
International evidence shows that repair and maintenance account for about 46% of global circular employment, that more than half of it is informal, and that recycling is less labour-intensive than repair. Algeria's household waste recycling rate stands at around 7%. The study concludes that circular jobs should be assessed by their productivity and quality, not by their number alone, and proposes a composite job quality index and a national data system.
