Digital Sovereignty in Algeria: A Legal and Institutional Analysis of Digital Transformation and Cybersecurity

Abstract

The wave of change in communication and information has driven all governments to shift toward electronic administration. The deep qualitative and quantitative transformations of the digital age—alongside a digital revolution affecting all aspects of life—have notably impacted state sovereignty. Furthermore, digital threats that transcend the traditional concept of sovereignty have created a new form of digital vulnerability. Consequently, the continuity of nations today relies heavily on their ability to protect their digital sovereignty from cybersecurity threats, requiring a robust cyberdefense strategy that establishes a comprehensive defense system encompassing both technical and legal aspects.

This study examines the importance of digital transformation in Algeria, measuring its impact on addressing societal challenges on one hand and activating sustainable development on the other. In this regard, we seek to evaluate the extent to which digital transformation contributes to serving the public interest by analyzing the underlying motives for adopting digitization through the electronic administration mechanism.
