From Copyright Protection to a Knowledge-Based Economy: The Korean Experience and Its Potential for Adaptation in Algeria

This article examines what Algeria may learn from South Korea's experience in developing copyright-based industries and a knowledge-oriented economic structure. The analysis is based on the supplied comparative study, which describes Algeria's hydrocarbon dependence, its copyright-law trajectory, institutional enforcement challenges, and the gap between the two countries' innovation profiles. South Korea's experience is presented as a long-term process involving human-capital development, export orientation, technology acquisition, intellectual-property protection, institutional reform, and growth of copyright-intensive activities. The article argues that the principal lesson for Algeria is systemic: copyright reform should be integrated with innovation policy, human-resource development, technology transfer, market access, institutional coordination, and reliable enforcement. The Korean experience cannot be copied mechanically because institutional, economic, and historical conditions differ. The article therefore formulates policy directions rather than a one-size-fits-all model.
